Senate Bill No. 872, Chapter 1420, was approved in 1970 to establish a Bureau of Indian Education within the Department of Education in California. The bill created an American Indian Education Council consisting of 16 members who would study and address cultural and educational disadvantages affecting American Indian children in public schools. The council would recommend programs and services to improve education for American Indian children, with the State Board of Education submitting funding recommendations to the Legislature. Members of the council would serve without compensation but receive travel expenses. The bill defined "Indian" as a person descended from a native American tribe and either a member of a reservation or at least one-fourth Indian ancestry.
