Fred R. Harris is writing to Deputy Assistant Secretary William L. Rogers to bring attention to a proposal by the Coalition of Indian Controlled School Boards regarding Indian education contracts. The coalition believes that the current policy of requiring contracts under the Buy Indian Act is not consistent with the Johnson-O'Malley Act, which allows for education contracts between the BIA and private entities. Harris supports the coalition's request to change the contracting policy and urges Rogers to accept their assistance in drafting new rules and regulations under the Johnson-O'Malley Act.
