The letter is from Fred R. Harris, a U.S. Senator, to Mr. Carroll C. Swan, the Director of the Rapid City Indian Service Council, Inc. Harris is informing Swan that the Bureau of Indian Affairs could not act favorably on their application at the present time but expresses hope that funding will be available for their proposed educational program in the future. Harris offers further assistance if needed.
