The letter is from Senator Fred R. Harris to Mr. and Mrs. Curtis Scruggs, enclosing a reply received from the Department of the Interior regarding their inquiry about obtaining an Indian grant for their daughter, Karla Scruggs, to attend college. The Department of the Interior states that Miss Scruggs is 11/64 Choctaw and lacks sufficient Indian blood quantum to be eligible for Bureau services.
