The letter from Thomas J. Burns to Mr. James Hawkins expresses concern over the delay in naming a subcontractor for the bilingual education project at Loneman Day School and Red Cloud Indian School in Pine Ridge, South Dakota. Oyate, Inc. had successfully operated the program the previous year and is seen as the most competent group to continue the project. The Coalition of Indian Controlled School Boards is seeking renewal of the contract with the Bureau of Indian Affairs, but tribal politics and bureaucratic delays have hindered the process.
