Two public meetings held in 1981 in Topeka, Kansas and Miami, Oklahoma, chaired by IHS staff members, discussed proposed revisions to IHS Eligibility Regulations. Attendees expressed concerns about overcrowded facilities and the impact of serving non-Indians on limited resources. Suggestions included establishing blood quantum as a condition of eligibility and providing services to non-Indians through other resources. Attendees were encouraged to submit individual comments on the proposed revisions.
