The speaker, Jame Allen, is expressing his concern about changes in eligibility requirements for receiving services at Indian health facilities. He believes these changes could be detrimental and discriminatory. He recommends that only individuals with at least 1/32 degree of Indian blood, along with their spouses, should be eligible for these services. He also hopes that the new administration will reconsider the proposal and listen to the wishes of the Indian people.
