Mr. Wisman Bohannan was informed that he is no longer eligible to receive assistance due to owning land. He reached out to various officials for help, but it was determined that he needed to request the removal of restrictions on his land in order to qualify for assistance again. Despite efforts made by officials, there was no application for the removal of restrictions on his land, leaving Mr. Bohannan without assistance.
