On July 24, 1975, in Washington D.C., Carl Albert of the U.S. House of Representatives called Governor James, Bob Thompson, Hugh Warren, and Bill Tillman to inform them that the House had approved the Interior Appropriations bill and sent it to the Senate. Carl Albert also sent a note to Fred Ruth of Bartlett's office.
