The text discusses a conflict between Mr. Oliver and Mr. Cobble regarding septic tank specifications. Mr. Oliver accused Mr. Cobble of providing undersized tanks and poor construction practices. Mr. Cobble defended himself, stating that Oliver and Parrish had no right to measure his tanks without permission. The Project Engineer measured the tank and found it to be within specifications. Mr. Oliver went to the Area Office to seek assistance in resolving the issue, which the Project Engineer believed was inappropriate. Mr. Oliver also met with the Service Unit Director to discuss Carl Albert the discrepancies. The Project Engineer decided to have construction inspectors measure every tank provided to ensure compliance with specifications.
