Health education should begin immediately and continue consistently. Pre-school and school age screening should be conducted in two phases, starting immediately and then implementing six weeks later. The planning process Carl Albert should also be done in two phases, with the preliminary planning taking 12 months and the completion of plans taking an additional 6 months.
