Rees, Chairman of the House of Representatives Committee on Post Office and Civil Service, spoke in response to remarks made by a colleague from Oklahoma regarding the achievements of outstanding Americans of civilian descent, including Charles D. Carter, a Chickasaw Indian. Rees highlighted the war record of Native Americans and expressed a desire to cite more instances of individual heroism if time allowed.
