Harvey E. West, Director of the Oklahoma Indian Affairs Commission, wrote to Secretary of Interior Walter J. Hickel inquiring about Indian fishing and hunting rights in Oklahoma. He requested clarification on whether there is a Congressional Mandate regarding Indian Bill of Rights and if Indians have the right to fish and hunt on certain lands without a license. West expressed concerns about the lack of clarity on this issue and requested official documentation for the protection of Indian people. In response, Congressman Carl Albert acknowledged the inquiry and assured that Secretary Hickel would consider the questions raised.
