Democratic leaders have offered President Johnson a chance for congressional action on a farm bill in exchange for a brief delay in taking up civil rights legislation. The Senate may delay the civil rights bill to debate a wheat-cotton bill, pushing back the expected civil rights filibuster until March 2. Johnson has been pushing for early action on civil rights, but party leaders believe it is important to pass a farm bill before the planting season starts. Southern Democrats are pressing for action on the wheat-cotton bill, which includes aid for the cotton textile industry and assistance for wheat growers.
