Efforts are being made to modify the administration's health care proposal for the aged in order to increase the chances of it being passed by Congress. President Johnson has endorsed legislation that would increase the payroll tax and offer health benefits to Americans aged 65 and older, but the chairman of the House Ways and Means Committee is against it. Despite opposition, there have been discussions between the committee and the Department of Health, Education, and Welfare about possible modifications to the proposal. Both sides are cautiously optimistic about the outcome.
