The text consists of a series of letters between various parties regarding the Indian Health Service's contractual arrangement with the Oklahoma Department of Public Health. The Indian Health Service plans to discontinue part or all of the Public Health Nursing contracts with the State of Oklahoma in FY 1977, as part of the Indian Self-Determination and Education Assistance Act. The State has done a commendable job in providing services, but the Indian Health Service believes it would not be a duplication of services if tribes and/or the Indian Health Service had their own Public Health Nursing program. The Indian Health Service will continue to refer eligible Indian patients to appropriate programs, even if a contract with the State is not renewed. The Indian Health Service is exempt from the new Health Planning Law but subscribes to the philosophy of non-duplication of services. Governor David L. Boren expressed hope that the contractual arrangement can continue and requested information to respond to the situation.
