Mrs. Rebecca Potts Phillips was denied admission to the Talihina Indian Hospital because she is only one-fourth Choctaw Indian and married to a non-Indian. The Public Health Service policy only allows members of the Oklahoma Five Civilized Tribes who are one-half or more degree Indian blood to receive health care. Congressman Carl Albert tried to assist her but was unable to help. Phillips was advised to seek medical care elsewhere.
