The Alaska Native Foundation completed a study assessing the implications of the definition of tribes in the Indian Self-Determination and Education Assistance Act. They identified unique problems in Alaska related to the definition of tribes and the consent required for contracts. The Act aims to allow tribes to control and administer federal programs, and the study was conducted to provide information for the Alaska Federation of Natives to address these issues. The Act provides a means for tribes to contract BIA and IHS programs, and the study highlighted Alaska's experience with federal programs serving Alaska Natives. Regional Native leaders and program administrators supported Native participation and regionalization of program delivery.
