The section outlines policies and procedures for ensuring Indian input and participation in educational programs, as well as a complaint procedure for tribes. It also discusses funding allocations under the Johnson-O'Malley Act and Bureau of Indian Affairs programs, including criteria for meeting the educational needs of Indian students and standards for dormitory facilities. The Secretary is instructed to establish regulations and conduct studies to implement these provisions.
