Mr. Billy D. Cox, Superintendent of Mountain View Public Schools in Oklahoma, expresses strong opposition to H.R. 9810, which would change Title III of the impact aid law. He argues that tax exempt Indian land in their district results in no revenue for the school, and believes that P.L. 81-874 payments should be solely administered by the Board of Education. Senator Dewey Bartlett responds to Cox's concerns, assuring him that the bill will be carefully reviewed and his concerns about Impact Aid will be kept in mind.
