A letter from James Abourezk, Chairman of the Senate Select Committee on Indian Affairs, urging colleagues to oppose an amendment that would prevent the transfer of Indian education programs from the Bureau of Indian Affairs to the Department of Education. Abourezk argues that the BIA has failed to provide quality education for Indian children and believes that transferring the programs will improve delivery of educational services while maintaining the special relationship between the government and Indian tribes. He encourages support for S.991, the Department of Education Bill, as reported by the Senate Governmental Affairs Committee.
