The Minnesota Chippewa Tribe opposes Senate Bill 1017, the Indian Self-Determination and Education Reform Act of 1973, as they believe changes to the Johnson-O'Malley Act can be achieved through proposed rules by the Bureau of Indian Affairs. They feel that S. 1017 would harm their ongoing programs, reduce funding for their schools, and limit their control over education. They also object to provisions in the bill regarding State Indian Advisory Councils, contracting with State education agencies, and school construction.
