The proposed Jackson-Fannin substitute amends the existing JOM Act without repealing any part of it. It authorizes $65 million per year for fy75o76 and requires contractors to submit an educational plan to the Secretary. It covers Indian students attending dormitory schools and establishes a local parent committee in schools where the majority of the school board is not Indian. It provides forward funding for school districts, rateables reduction in case of insufficient appropriations, and clarifies Congress's partnership with Title IV of PL 92-318. It also directs the Secretary of the Interior to conduct a study on possible program duplications and includes provisions for hold harmless and private schools.
