Part A of S. 1017 aims to distribute Federal funds for the education of Federally recognized Indian children in public schools in a fair manner. It proposes a formula that includes levying a fair tax rate on all taxable property in Indian-affected districts, providing state aid equal to that of comparable districts, and making up the difference with Federal funds. Special programs for Indian pupils in public schools will also be funded.
