Frank Carlucci, the Under Secretary of the Department of Health, Education, and Welfare, presented a statement before the Committee on Interior and Insular Affairs regarding legislation promoting Indian self-determination. The Administration is committed to empowering Indian tribes to take control of programs and services, while still maintaining a unique relationship with the Federal Government. Existing actions to advance self-determination include funding for education and health services for Indian communities. Proposed legislation, such as S. 1343, S. 1342, and S. 1340, aims to transfer control of programs to Indian tribes and provide benefits to Federal employees working with tribal organizations.
