John H. Kyl, Assistant Secretary of the Interior, testified before the Subcommittee on Indian Affairs regarding several bills related to Indian self-determination and education. The Administration proposed bills aimed at giving tribes more control over federal programs, ensuring employee benefits during transfers, and expanding contracting options for education. Kyl discussed the merits of each bill and recommended their enactment, while also highlighting the importance of Indian self-determination. He specifically supported Title I of S. 1017, which would allow tribes to contract for program administration, and recommended against Parts B, D, E, and F of the bill. Kyl deferred to the Department of Health, Education, and Welfare on the issue of public school construction.
