The text is about two public laws, Public Law 167 and Public Law 638, which authorize the Secretary of the Interior to enter into contracts with states or territories for the education, medical attention, relief of distress, and social welfare of Indians. The laws also allow for the use of existing facilities and equipment owned by the government for these purposes, and require the Secretary to report annually to Congress on contracts and expenditures. Additionally, the laws do not apply to the State of Oklahoma.
