The letter from Clifford Little Coyote to Senator Dewey Bartlett addresses the lack of assistance from the Bureau of Indian Affairs at the Concho Agency in Oklahoma. Coyote is incarcerated and seeking help for a more fulfilling life upon release, but has not received any assistance despite filling out multiple forms. He questions why he is being excluded from receiving help when others have benefitted from the agency's support. Coyote asks for Bartlett's assistance in addressing this issue.
