Sam Quinton of Tulsa, Oklahoma applied for a loan through the Muskogee County Indian Credit Association for his State Farm Insurance Agency. The loan application was delayed due to unclear information and the need for additional documentation. After further investigation, it was determined that Quinton should seek financing from a commercial lender. Quinton experienced difficulties in securing the loan through the Indian Loan Program of the Bureau of Indian Affairs and believed he was facing discrimination as a member of the Cherokee Indian nation.
