The American Indian Policy Review Commission conducted a management study of the Bureau of Indian Affairs to identify problems and make recommendations for better service delivery to Indian people. The study involved private and public sector collaboration and recommended aggressive implementation for self-determination for Indian people. The Bureau of Indian Affairs, a complex organization vulnerable to inefficiency, has been a frequent target of criticism. The commission was created to review the historical and legal developments of the federal government's relationship with Indian people and make revisions to policies and programs for their benefit. The management study involved a preliminary survey to evaluate decision-making processes and information systems within the BIA.
