The text is a letter from Carl Albert, a member of Congress, responding to a letter from Mr. S. W. Garvin regarding the payment to members of the Choctaw and Chickasaw Tribes for the sale of their coal lands to the government. Albert explains that appropriations were not made during the last session of Congress and it is unlikely to happen during the current special session. He reassures Garvin that he will do everything in his power to address the matter in the next regular session of Congress.
