The text consists of two letters, one addressed to the Commissioner of Indian Affairs and the other to the Deputy Commissioner of Indian Affairs, expressing appreciation for their contributions to the Indian people of the United States. The Inter-Tribal Council of the Five Civilized Tribes voted unanimously to thank both individuals for their dedication and leadership in improving programs for the Indian community. The letters also express regret at the Deputy Commissioner's departure from the Bureau of Indian Affairs and wish him success in his new assignment.
