The letter is regarding the request for the removal of restrictions from certain lands belonging to Mr. George Cooper, Choctaw Roll Number 61. The Indian Claims Commission has also stated that they do not have jurisdiction over individual Indian claims and the matter falls under the supervision of the Office of Indian Affairs.
