The City Council of Checotah, Oklahoma adopted a resolution on April 5, 1965 in support of the establishment of an Indian Exposition, Pageant, and Tourist Entertainment Center known as Indian Territory, U.S.A. The resolution stated that the project would be economically beneficial to the city and community. They requested assistance from Honorable Carl Albert to help make the project successful. Carl Albert expressed his willingness to assist with the development of the project in a letter dated April 21, 1965.
