Mr. Phil Horner from Hillsdale, Oklahoma wrote to Congressman Page Belcher regarding the issue of hunting privileges at the Salt Plains National Wildlife Refuge. Horner expressed concern that only wealthy individuals were able to hunt in the area due to control of the surrounding land. Belcher forwarded Horner's letter to the Fish and Wildlife Service, who are considering acquiring land for public hunting in cooperation with the State Game Department. Belcher assured Horner that he would provide more information once he received a response from the Department of Interior.
