Dr. Leon Wall, superintendent of Chilocco Indian School, arrived in Oklahoma to investigate reports of mistreatment of students. He met with tribal leaders from both the Five Civilized Tribes and Plains Indians to discuss the future of the school. A BIA survey team reported students were handcuffed, thrown in jail, and mistreated. Bennett promised speedy decisions after further investigation. Tribal councils planned to protest any plan for private contractor operation of the school.
