Kenneth E. Black, a member of the Otoe-Missouria Tribe, wrote a letter to Congressman Page Belcher expressing concern about Bill Pensoneau speaking on behalf of the tribe at a Senate Subcommittee hearing on Indian Education. Black believes that only duly elected tribal officials should speak on behalf of the tribe. He also opposes the proposal to transfer administration of Indian schools from the Bureau of Indian Affairs to the Department of Health, Education, and Welfare. Belcher forwarded Black's letter to Senator Edward M. Kennedy and Senator Henry Bellmon for their information.
