The Inter-Tribal Council of the Five Civilized Tribes held a special session in February 1972 and adopted a resolution regarding the administration of the Johnson O'Malley program for Indian students attending public schools. The resolution recommends that the Bureau of Indian Affairs continue to contract with the Oklahoma State Department of Education for the program's administration. If the Bureau insists on contracting with an Indian organization or tribe, the resolution suggests that a single contract be awarded to the Five Civilized Tribes for all public schools under the Muskogee Area Office. The resolution was unanimously adopted by the Executive Committee of the Inter-Tribal Council.
