Larry Hackey visited the Bureau of Indian Affairs to discuss the Five Civilized Tribes Bill and the change of the word "elect" to "select" in the bill. John Coffey advised Hackey to gather support from all parties concerned to secure a change in the election procedure. Coffey tried to put off Hackey's request to meet with the Secretary of Interior, but arranged an appointment with another official. Hackey was sent a letter with a report on the matter, and Coffey emphasized the importance of a unified effort to make any changes to the bill.
