Bob K. Hicks wrote a letter to Congressman Page Belcher seeking financial assistance from the Indian Business Development Program. Belcher contacted the Bureau of Indian Affairs on Hicks' behalf, and in response, the Assistant Secretary of the Interior, Harris Loesch, explained that funds were not appropriated for the program that year. Authorization legislation was being drafted, but no action had been taken. Hicks expressed his desire to start a business and create jobs for other Indians, and requested support from Belcher in securing a grant from the program.
