Dr. Rabeau, Assistant Surgeon General and Director of the Indian Health Service, informed Mr. A that there may be complaints from his district about cuts in expenditures and personnel. While Dr. Rabeau can live with the expenditure cuts, the personnel cuts are hurting. Bob Drew, Tribal Affairs Officer, also discussed the issue and it may result in some services in the district being cut. Dr. Rabeau believes that exemptions should be granted for direct patient care if possible.
