Alfred Hamilton wrote letters to Glenn English and the Commissioner of Indian Affairs regarding issues with the Cheyenne & Arapaho CETA program, the conduct of Superintendent Joseph E. Birdshead, and the lack of proper management and qualifications within the tribe's administration. Hamilton requested the removal of Birdshead and emphasized the need for qualified personnel to manage tribal affairs in accordance with the Tribal Constitution.
