Beatrice Medicine, a professor of Anthropology at San Francisco State College, sent a petition to Senator Fred R. Harris on behalf of Sioux Indians in Wakpala, South Dakota, regarding the misuse of Title I and Johnson-O'Malley Funds designated for the education of their children.
