George B. Schwabe, a member of Congress, conducted an investigation into the benefits available to cities in Oklahoma under Title V of the War Mobilization and Reconversion Act of 1944 for post-war planning. The General Counsel of the Federal Works Agency confirmed that cities in Oklahoma could receive advances from the Federal Government for planning projects after the war, with the understanding that repayment would only be required if the project was actually undertaken. Schwabe addressed misconceptions about cities in Oklahoma being prohibited from incurring debt for planning purposes and offered his cooperation to help cities execute their post-war plans without delays.
