The text is a series of correspondence between Honorable George B. Schwabe, Member of Congress, and various government departments regarding the transfer and claims of Jack J. Francis, a Mailman first class in the United States Navy, as well as the claim of William Thomas Porter, a carpenter's mate first class in the United States Naval Reserve. Schwabe expresses special interest in Francis being assigned to duty in Germany and requests expedited payment for Porter's claim. The responses indicate that the requests are being considered and will be addressed in due course.
