The letter dated July 7, 1945, from Mr. Schwabe to Mr. Welch discusses the issue of Maximum Price Regulation No. 540 covering the prices of used cars. Mr. Welch argues that the regulation is hindering the normal decrease in prices that should occur as the war with Germany has been won and the manufacture of new cars is increasing. He believes that the regulation has become the minimum price for cars regardless of make, quality, or condition. Dealers are experiencing a drop in sales and are afraid of the trade-in allowance clause in the regulation. Mr. Welch requests the immediate repeal of MPR 540. The letter also mentions a letter from the Office of Price Administration signed by Chester A. Bowles, Administrator, which contains information related to the issue.
