The first letter is from George B. Schwabe, a member of the House of Representatives, to Frank W. Newman expressing opposition to OPA ruling L-41 and stating that he voted against the extension of OPA. Schwabe offers his assistance to Newman and expresses his ongoing opposition to OPA. The second letter from Newman to Schwabe expresses concern over OPA ruling L-41 and urges Schwabe to defeat it, citing difficulties with tenant occupancy rules. Newman also expresses the belief that OPA has served its purpose and should be cancelled.
