The letter is from George B. Schwabe, acknowledging receipt of a telegram from David Fowler protesting the passage of House bill 119. Schwabe states that he voted against the bill and invites communication from Fowler to provide information and advice on issues of interest to the United Mine Workers of America. Fowler had expressed concerns about the bill creating a compulsory slave labor system and asked for a vote against it.
