The Director of the Institute of Logopedics in Kansas, Martin F. Palmer, is writing to the Honorable George E. Schwab to praise the work of the Clare's Rehabilitation Institute for Cerebral Palsy in Maryland. He highlights the excellent training provided by Dr. Winthrop J. Phelps and urges for the consideration of expanding funds for Public Law No. 692 to further extend this training.
