The letter is from Villette Shelby to Representative George B. Schwabe expressing opposition to the O.P.A. (Office of Price Administration) and its practices. Shelby believes that the O.P.A. is hindering reconversion and benefiting black market operators. Schwabe agrees with Shelby's views and has consistently opposed the O.P.A., voting against its extension and supporting restricting amendments. Schwabe thanks Shelby for their input and shares their sentiments in opposition to the O.P.A.
